After graduating with a degree in history from St. Lawrence, Judge
Carman earned his juris doctorate from St. John’s University
School of Law, which recently awarded him an honorary degree to
recognize “his lifetime of service to the application of
the law and public service.” An honors graduate of the Judge
Advocate General’s Program at the University of Virginia
Law School, he served in the United States Army and received the
Army Commendation Medal for Meritorious Service. Judge Carman’s
further service to his country includes eight years as a United
States congressman. In 2003, he celebrates his 20th year on the
bench of the United States Court of International Trade, which
has exclusive jurisdiction over questions of customs classifications;
he has been the court’s chief judge since 1996.
