Tournament Rules

 

1_) FIFA Laws of the Game shall apply, except as modified below:

2.a) All participating players and coaches MUST have player cards/passes. Official rosters must be presented one hour prior to first game to the Tournament Registrar at LEE HALL with medical release forms OR forfeit results

2.b) International Teams and teams from out of the Eastern New York Region must present an approved application to travel, signed medical release forms, official tournament roster and USYSA member passes.

3_) Ball size, #5 for U12, and all ages above. Field Marshall’s shall distribute and collect the tournament balls prior to and after each tournament match.

4_) Players equipment shall include numbered jerseys, shin guards and full socks worn over. Home team (listed first on official schedule) has choice of jersey in unresolved conflict. Injury resulting in blood on uniforms must be covered or replaced immediately.

5_) U12 and older divisions to play full 11 a side rules and field system

6_) Every team guaranteed five (5) games – round robin first four games then RESEED for Sunday matches

7) Game length determined by age specific divisions listed on the master schedule. Tournament Director reserves the right to shorten game lengths in event of major weather or delays due to injury especially relevant to the Sunday schedule. No half time – switch sides on referees direction. Two minute turn around time period allowed.

8_) Weather delay – Tournament Director, upon discussion and agreement with Head Referee, will decide to re-schedule or cancel match within 45 minutes of a weather delay due to lightning or thunder. Games stopped before ½ time will be rescheduled if possible. If not the score will stand as of the stoppage time. In the event that the match is past ½ time the score at stoppage time will be recorded and recorded as a complete game.

9_) Referee’s decisions are final. Designated Tournament officials (The Field Marshall’s) are available for discussion and clarification immediately following each match. The Tournament Rules Committee will have final authority over any topic not covered in these tournament rules. Protests must be given in writing with a $50 protest fee within 15 minutes of the completion of the match in question. Tournament Rules Committee to consist of the Tournament Director, Head Referee and one team representative coach of the participating teams elected at the coaches meeting by teams in attendance. Questions concerning ineligible players will be addressed by the Tournament Registrar, Head Referee and Tournament Director upon review of the team roster and player passes.

10_) Assistant referees – EACH team must provide a lines person to assist the referee at all tournament games. Failure to do so or notify the Tournament Field Marshall 30 minutes prior to that game shall result in a $25 assessment fee per game and possible forfeiture of the game.

11_) Big Chill Tournament scoring = 3 points WIN; 1 point TIE; 0 for LOSS

12_) Forfeits are 5 minutes late 1-0 and ten minutes late 2-0 final score.

13_) Tournament Field Marshall shall complete the game score sheet signed by the attending referee and the winning team representative.

Teams to enter goals scored by individual team members if they want the players in consideration for tournament individual awards. These totals will only be calculated according to these game report sheets filled in immediately at the end of each game.

14_) Kick off & start of play – HOME team listed first on the master schedule has the right to choose a goal to defend or to kick off. If HOME team kicks off other team selects which goal to defend.

15_) Divisions standings are determined BY:

PK’s to decide after ten minutes if no result or tie.

16_) Fouls and misconduct – the Philosophy of the Big Chill Tournament is to foster growth and sportsmanship and excellence through competition and an enjoyable soccer experience for player, coach, supporter and general public in attendance at the event. Therefore:

PLAYER RULES and LIMITS: Two yellow cards during a game or Three yellow cards total during tournament play equal a soft red card for that individual player. This player sits out the entire next game after going off for the remainder of that game. Any soft red card means missing the next scheduled match of the players team. Hard Red cards – violent play, action or language resulting in a red card including foul language, persistent dissention or excessive behavior MAY also result in ejection from the tournament with NO refunds.

The conduct of team members as a group or individually reflect on the entire team whether player, coach, manager, parent or fan – it is the responsibility of the team coach and manager to supervise and control the team members and their families. The tournament officials expect that all participants will conduct themselves professionally and properly on and off the field and in the communities hosting this event before, during and after games 24/7. Bad behavior, misconduct may result in team disqualification and forfeiture of all entry fees.

THEREFORE:

17) Each team is responsible for the appointment and action of a team sportsmanship liaison at all team games in the Big Chill. [ TSL ]

The TSL manages the spectator sidelines during games of the tournament in a responsible manner to observe and control the spectator behavior if necessary and in the event that the spectator sideline behavior begins to negatively impact the game or the ability of the referee to do his/her job.

TEAM Sportsmanship Liaison (TSL) – duties and responsibilities:

Prior to each game the Team Sportsmanship Liaison from each participating team will identify themselves to the Field Marshall, Referee(s) and each other. A brief and short discussion of what steps each TSL will take in the event that sidelines begin to negatively impact the game atmosphere for the players, coaches and officials.
